What is the heaviest paint I can use for silk screen printing on the CD disc?

A. The heaviest paints are no longer used. They contain lead pigments and are significantly heavier than conventional paints. I doubt that you would find such a product on the market today because of the toxicity of lead. Other metallic paints, such as zinc-rich paints are heavy, but I do not believe you would want to coat a CD-R with such a coating. Other than that, I don't know of especially heavy paints.
