Certifying a Paint Coating

Q. I've discovered diluting black, latex paint makes a mulch dye that can be applied from a pressure sprayer. Can I get this EPA certified? And how do I proceed?

A. There is no method nor any necessity to certify paint through the EPA. Instead, you need to calculate that the VOC content in the paint meets the various regulations under which the paint will be sold. Some regulations are federally based while others are controlled by the state agencies. Performing the calculations is a relatively simple procedure, but confirming that the paint complies with each state regulation is more time consuming.
