Q. Where would I be able to find federal specification coating specs, and formulas.

A. One site that gives a short description of the specification is here. However, you cannot download the specs and cannot see the details. Recently, I discovered a site where you can download specifications at a minimal cost (approx $10 each), here. I was able to quickly download two mil specs after first registering and giving my credit card.
